d, some bright young con merchants have made a mint with this already in the US. It is some sort of clear spray that is supposed to increase the reflectivity of the number plates and bounce the flash back off the plate. It did have a very minor effect in some cases particularly with the old wet film systems.
However with the vastly improved camera technology, particularly the Redflex high definition digital systems and the much lower lighting required for them this spray is really doing nothing more than lining the pockets of said con merchants. All the companies working in the RLC field have run numerous tests on the various sprays and all agree they are pretty useless. Not a bad lurk all the same to suck in the gullible bunnies.
