I was really thinking California with those conversion rate figures as that really is the RTS engineroom. Good face shots in the relatively dark interior of a car are pretty hard and Redflex have for some time been the only providor to do this successfully thus their dominant position in California.
I believe the large increase in dynamic range for the new Redflex cameras will further improve their strike rate particularly in the case of face shots and multiple (4 and 5) lane roads.
All other states in the U S only require tag shots and here the Redflex technology does consistently produce 85%+ conversion rates.
