It's an interesting one DB, if it is established FAR can PE then it has established that FAR's size, experience or ability to fund PE wasnt an issue and that FAR has done everthing by the book, so are in a position to PE , but does it prevent COP issuing the same A4 sheet of information?...Itfthere is indeed two stages to this process, then the first stage gives COP the chance to compensate before it's established if they followed the correct proceedure or were hiding something, that could become problematic for COP...that's the way I was reading Bullants post a few weeks ago anyway...
