I have asked the question both here and elsewhere re the cohen report, and no-one has come forward and stated catergorically that the method mbp used is anything other than Standard Operating Proceedure for small coy's in the U.S
Obviously aus support alone will not fund phase 3, so well done mbp for raising their profile in the best place to do it.
