When they got that lease, there were hundreds of these local guys working all over them ... rather than chase them away with guns, they have been talking to them, negotiating with them, and slowly bringing them in.
There are still dozens out there that are doing it outside of MUS control. They will all need to join us, but the company doesnt want to chase them away & create other problems.
