    Shares is quite correct. The brokers don't want to lose face with getting too far ahead of themselves so they bring their analysis back closer to the share price to show how accurate they are.

    Please excuse this chart of Alesco (that I have no interest in) but it does show the point where you can see the broker's recommendations changing with.
