I don't know 100% for sure. My best guess is that it would be ok - the namibian uranium does not belong to the commonwealth of australia so would only be bound by namibian export rules
however as an australian company they would be bound by australian law which prohibits selling to uranium to questionable regimes in certain countries and would therefore be prosecuted if they did

do we really consider india to be such a country?
they could well become our second biggest trading partner (heavily weighted in our favour) so aust needs to amend the legislation in a hurry otherwise india might threaten to close down all of the call centres that perform services for aust companies and then where would we be? having someone on the end of the line who you could understand and who could understand what you were trying to tell them might be too much of a culture shock.
