WA govt. looking to diversify Rio/Bhp stranglehold in pilbera (just look at FMG) and playing one agaist the other will produce the best outcome for WA. Big boys have held EL's for decades and done nothing with them, until it suits them. Then theres the alliances rio/fmg and bhp/caz. Caz has beaten fmg over the legality of their claim initally, bhp pulled out and signed MOU with caz, with only rio's left as any real challenge.
Pretty obvious who will win, beaurocrates work with paper and thats what this is over. As long as their docs hold up to the beaurocratic process, they'll win.
