    Well that would explain some of the delays for the AVZ contracted drill crews to muster their mojo.

    Here is a conspiracy theory............!....
    Maybe the drill crews had arrived onsite a few days ago and have been chilling with a few Ngoks, waiting for this decision.

    Hope this is not true and prior arrangements are in force as you have suggested.
