My understanding is that the same people are involved here as those that ripped off BHP/RIO's coal assets.
IMO care required as they won't easily get inside industry to risk the required massive capex. Your white night is probably limited to a sovereign chinese outfit now.

p.s. reminds me a bit of my travels through bali where the local police officer didn't appear too concerned about what colour the traffic light was nor where the drivers.
