The optimist would see the value in having someone interested in making a relatively large investment, i.e. that it sends a good signal about his confidence.
The cynic would see it as transfering stock to a broker so he can drip feed his stock onto the market for a fee.
At the end of the day we don't really know why Hung Cheung's on the register, but the share price movement over the next half a year will tell the story.
