I'm not in management, but this is my take:
1. they needed the crusher online;
2. they needed to know the plant was functioning correctly before putting through decent ore, hence the tails;
3. they needed to pump the water out of the pit; Look below,
And for the above reasons, there has been delays and this has cost money which has deflated share price and has made us a takeover target.
Don't know much about the ore, but how I see it, same type of material and same plant, can't be much different.
