Lets make no bones about this, the US would dearly love for a US company like GE to fully own the tech in their own right, they wouldn't then have to abide by the rule "only for peaceful purposes" they wouldn't need ACP then because the laser enrichment process is much better cheaper and more efficient.
If the US could help GE in any way to achieve that outcome they will I believe.
