I think you could be wrong about the purchase of SLX by GLE allowing the the U to exploit Silex for weapons since it is an agreement between the US and Australian government not just between SLX and GLE (it may be this also). I would have though that the Australian/US agreement would need to change if the US was to use Silex for HEU for weapons
