I believe that originally the idea was to spot a play that was highly likely to fail and therefore take a punt on the perceived downfall.
However, shorting IMO has morphed into a far more sinister tool, with the narrative now being the that shorters believe that the play can be destroyed, which is not a punt, but a devious underhanded immoral action.
