Yes, it very much is advice, as is most posts on HC. The disclaimer is that I'm not a professional and so Joannie should be taking my advice with a grain of salt. But they seem to be taking advice from a trader who uses TA to determine their investment decisions, and I think that's rather reckless. Traders are not investors, at least not in the long term - they're the last people anyone should be taking investment advice from.
I suggest Joannie go seek advice from an actual investment professional, but I'm confident that professional will be advising almost exactly as I have. Nobody should be in a "TA thread" in retirement, for any fundamental investment decision.
