While the relevance may not be of significance, especially now that they are rather long in the tooth, there are at least three NDA's on file at HQ. So it's not like they were never talking, just not accepting - (listening). Probably explaining to those (back then), whose offers thought not adequate, that there was more work to be done and it would not be let go for peanuts.
Maybe it went like this;
"Oh well, no point in offering if there is no chance of negotiation. Call us when you are open for business, ok?" "Sure thing".
