Plan was to be flexible and keep options open as the mine operations expanded.

And one of them was to outsource the final processing.

I guess so they could concentrate on the actual mining.

The operations manager was at pains to explain that the operation would continually evolve.

As they expanded, they would do so, in the most efficient and affective manner.
