    Keep Owner Occupiers CGT Free.

    By far, a much better option to apply a flat 1% land value tax with no exemptions as per Ken Henry recommendation.

    The issue of applying land tax onto cash strapped pensioners means a land tax deferred scheme for these instance should be available.
