It will force the population to see land as a consumption item, not the holy grail of investments as it currently is.
Underutilised land will be sold to those who can utilise it.
Stamp duty must be reduced dramitically to decrease the transaction costs. But keep a level of stamp duty for investors to keep short term speculation to minimal levels.
