Best case for shareholders = the costs will be passed on to the client so the gross profit will increase (user pays) so the net profit, from which dividends are calculated, remains the same.
The truth will be somewhere between worst case (gross profit remains the same) and the best case above.
The other scenario is that the goverment backs down, realising that they might be shooting themselves in the foot.
