    Maybe it's all about the number of votes involved in the ''earnings'' pyramid

    Higher income earners don't normally vote ALP
    Lower income earners usually vote to the left

    Maybe it's more politically savvy to break a promise and to piss off earners that wouldn't vote ALP
    and give the lower earners a kiss and cuddle and battle the ''cost of living'' nemesis
