On market share buy back versus exploration or plant expansion?

Which ever increases the value per share the most perhaps should be undertaken. Many expansions and explorations do not give a certain better return to each shareholder than share buy.
If other than share buy backs are undertaken, they should only be taken if the "better" margin is be far greater than an ongoing share market share buy back
