In one sense the tethers are a minor component (cost wise) of any pump unit so that CWE probably wants to have a range of breaking strains on hand. It may also want to test different weaves for the CETO 6 BAs. This customs application probably just relates to gaining an import license for future requirements.

Years ago I used to word such applications in a most abstruse manner to justify reduced import duties.
