Some of the middle east oil producers along with China and Russia might be seen to agree in part to decisions at COP28 but once the feel-good session is over it is back to what they have always done.
Iraq has recently signed an agreement with China and Russia (plus Iran) to develop a 7-10 billion barrel ol field in Iraq that could eventually equal Saudi's own fields. So much for curbing oil production.
