New Toxic Substances Control legislation before senate

    Hi Folks.
    Following up on @muppet655 he reminded us that the US senate is sitting again on the 8th of August. Originally we all thought the legislation  that NC has been lobbying for (It has been suggested here on HC that it is Senate Bill S. 697), would be voted on prior to the Senate breaking. Now they're sitting again so I thought I'd review  what it's all about and try and discover what it's status is in terms of likelyhood of passing.

    Basically the existing TSCS (Toxic Substances Control Act) is inadequate in terms of providing the ability of the Environmental Protection Agency to evaluate and regulate toxic chemicals. It appears that  two bills have been tabled tabled;  Senat e Bill S. 697 and House Bill H.R. 2576.

    Bill H.R. 2576 passed in the House on June 23, 2015 and is yet to come before the senate for consideration. S. 697 was sent to the House on April 28 2015.
    According to the links below,  H.R. 2576 has 52% chance of passing, whereas S. 697 only has a 15% chance of passing.

    It seems there is a lot of resistance to S 697 by the states as it takes away their power to legislate against toxic chemicals relevant to them and therefore impose delays in enacting remedies due to a long federal process.

    The question in my mind is which of these bills is the one that NC has specifically been lobbying for and what does it pragmatically mean for Alexium? It seems that the outcome isn't as much of a foregone conclusion as many of us thought according to my little bit of google research, whichever of the two bills is the key.
