Yes I think you're right, the significant resource increase by year end and yet the second starter project in 18 months tends to indicate something over the horizon.

Kapulos lead in time was only 12 mths when that was an option. It's still off the cards as yet so I know it's not that.

Just a side note, the Gecamines resource being negotiated is apparantly many 100's of kilometres furthur west of Dikilushi, outside of Katanga province. What should be regarded as relatively stable Congo (if there is such a thing).
