However, they will need to improve the resource because if it was big already then someone else would have jumped on it. The yanks are pretty involved in Peru. It is fairly high up in the ANdes.

Only sovereign risk would be the action of Sendero Luminoso (Shining Path) which is a guerrilla group which has operated in the villages in the high country in Peru.

Having said all that, the Governent is always keen to get investments in so I am sure there will be no problem in getting support from the military
