Correct. We don't have the building's plan so we can't know what's needed. For example truss roofs place no load on some exterior walls and on interior walls.
The real question is whether hx prevents the placement of the correct type of reinforcement. I see no evidence it does - the machine merely needs to stop for a while (or go work somewhere else) while the tradies put the rio and concrete in - which they have to do anyway if the blocks are laid manually.
