    PEN has promises plenty but delivered dilution and disappointment,.... Even the contracts have been diluted even with the "buyers optional"( memory 1.3mlbs) contracts not much left spread over 9 years.... Doubt any new contracts would be sign until the FT results if positive with the recovery problems PEN has had...
