Im not entirely sure Butcher. There is not a lot of info out there on this. I presume its tidal given that it was originally designed for power generation from wind.
The 'Kite' itself weighs 7 ton so that would be a pretty powerful tide to get that off the sea bed. Its hard to picture it working in the minds eye.
