I believe that a similar proposal was to the former board by somebody who later played a part in removing them. The idea was for intelligent security bars in facilities such as jail cells, which could be unlocked incase of fire. Anyway, the idea was rejected (like others were) by the former board.

Now imagine if there is a fire during lockdown, in the jail where there former board will be sleeping, and the window bars cannot be removed. What would the former chairman's final thoughts be as his sizzling sausage fingers fail to remove the red hot bars? Hopefully it would be along the lines of "rough justice"
