I may be missing something, or misunderstood what you are getting at in your post. Please let me know if I have, but clearly, until they have finance and a ML in hand, GML cannot proceed. RE Concentrate for shipping requires completion of all civil works, concentrator and refinery as shown in flow sheet below. See also following company announcements.

I'm sure much of the detailed engineering design for both the Civil Works, Concentrator and Refinery will have already been completed, so they will be able to proceed without delay after getting the ML. The above diagram clearly shows what will be done in Greenland, and what will be done Abroad. My guess first concentrate shipping 2023.
