    The main problem I can see is that they made too many changes to their plans. Once you start building something making changes as you go is fraught with many risks. And they still want to make changes now. Lets add on zinc. It all started out as rutile and zircon, branched into iron/titaniam and now zinc. The chemists were never satisfied.
