Is it possible that one of the insto's that participated in the 28 cents SPP, have, for whatever reason, undertaken an off market transfer of their holdings to Platinum.
From memory, 2 insto's bought $20 Mil each of PRR
I think brainy mentioned BNYM as another possibility also
