Given that the negotiations are complete and we are just waiting for the signature, surely the press release is already written and we are just waiting for the all clear to announce. A TH will only occur if AS wants the fanfare of a big press release (who wouldn't want to trumpet success to the world after copping so much flack for so long) and isn't given enough notice of when the final signature will be put on the page to organise the media.
