Yes it does, but they don't burn coal to generate electricity at remote island communities and naval bases. They usually burn diesel, which has to be shipped in.
CETO 5 will be cost effective in those situations.
An important consideration for defence establishments is fuel security. It is hard to say how big a premium the U.S. Navy would be prepared to pay for that type of guarantee.
