    That doesn't sound anti-mining Ed at all, sounds like streamlining and removal of procedural ambiguity. Always an improvement when everyone is clear on the ground rules, both investors and communities. Anthracite is the cleanest burning coal, so perhaps taxing dirty coal is a good thing for anthracite???
