As @TeddyKGB notes through the link, in Ghana the Mining Licence is a multi-stage process. Videos have noted the EPA stage is typically 5 months. Atlantic is hoping to have the Mining operating permit grant late 2023/early 2024 which requires the ML Grant to come through fairly soon.
I presume Mining Operating permit grant and commercial operating licence are two different phrases for the same thing
