Good question & post, I will say that I have an investment in a stock that has done a similar 180 on their business plan as Auscann has.
My example has changed from focusing on retail sale to business / wholesale approach & is working much better.
Not to the same extent as AC8 in terms of staff changes though.

Does take management to accept some egg on face to admit blame & to change tact, always money down the drain to some extent. Interesting how BOD go about this change & getting message across to SH's, the SP often reflects sentiment, hence AC8 case, many including Canopy have departed & SP reflected this.

But can work yeah certainly, so hope there is.

IMO Auscann had a great plan from day 1, I believe they missed big opportunity, but past is the past, what future holds nobody knows.
