Ability to do nothing? Perhaps this was half true when they relied on Axiron. But since the Axiron debacle they have submitted 4 dossiers to the FDA. One has been approved. The others have been slow due to a mix of questions from the FDA and also FDA approvals are down as Jet mentions.
