the feasibility study has already been completed. avenira will need to send to a local engineering firm to make sure it is compliant for Australian standards. that might take a couple of months.
at the end of it Hebang know the process to build a YP plant and associated solar power plant more so than any Australian organisation would as there are a limited supply of such infrastructure. im sure hebang would be able to guarantee the commercial ability of the proposed plant given they will be the major offtake partner.
Thermal phosphoric acid is pretty much totally produced in china however due to the energy intensity of the process it is next to impossible to build new YP plants in china.
the market is totally underestimating the connection with Hebang. The phosphate market is not transparent and the only real way to get established is to integrate with an existing industry participant.
