If this gets built I predict it will go the way of things such as the Sydney Airport Link or the Victorian Desalination Plant.

I.e, the government will build it, lining the nest for private enterprise, who will step in and manage it under a Public Private Partnership to ensure their profits are garaunteed. The government will end up paying for everything and also take all the political heat for it. Just a prediction, we'll see.
