I think anyone is allowed to use electricity from the grid, and some even pay for it. Thus consumers of
energy in hospitals, schools, homes and smelters all benefit from the availability of 24/7/365 power at a competitive price.
It is OK for some that taxpayers subsidise electric power infrastructure like extending transmission facilities to remotely located wind and solar farms near Broken Hill, provide low cost finance through ARENA, to provide downwards pressure on emissions of of CO2, but somehow keeping remnant Aluminium smelters competitive is a bad thing.
We lost Kurri Kurri, NZ's Tiwai Point and Point Henry smelter, and are down to 2 oil refineries from 8 not so long ago.
