5M is nothing for a 1B income project over 10 years, they sound fairly easy to build and duplicate if ever needed, i recall Neil talking about them on one of the older presentations / podcasts.
Compared to a normal mining operation the material cost to get Alpha up and running is not going to be expensive, and ongoing costs also are lower as the Torbanite is so close to the surface and easy to mine.
