I doubt you can draw that conclusion. The only implication I see is that APO were unhappy with the existing terms and decided not to proceed on that basis.
I am curious to find if the contract has been taken up by another party and if so under what terms.
APO would have I'm guessing, been in negotiations with Yarra Trams to change the contract terms but it appears such negotiations were unresolved.
