Noting that REX is going all out to publicise its opposition to the ACCC granting interim approval (or presumably final approval), I’m assuming they stand to loose out.

Virgin and AQZ being able to collectively offer a national network (capital cities plus regional routes) is a direct challenge to what REX is seeking to achieve with its expansion onto trunk routes.
