Well it will get interesting for sure. Eventually Australia will become recreational - no doubt they will take the most conservative, sissy and slow route there, and waste pioneering businesses time, effort and money - however, it is inevitable.
With such a small population of potential medicinal customers, that leaves a fraction of people who require their medicinal oil to be that accurately produced (for accurate dosage). I imagine the bulk of people will be happy getting medicated AND baked, with wiggle room on the effects.
What I mean is, there are only so many patients out there that want the medicinal benefit, but want to seriously minimise how stoned they get, as they are unfamiliar with they effects, or have responsibilities that require focus.
Maybe there is a future market in specialised extraction of Terpenes/cannabinoids for targeted medicines once research catches up. That doesn't help us right now though.
Interestingly, CBD oil is still very expensive in the US despite how much is out there ($100USD+ for 1600mg/30ml). CBD might be a little harder to produce due THC minimisation?
