I notice that the minister makes that critical distinction between exploitation and mining. This distinction is important for GGG.

It is worth noting that GGG anounced to the ASX on 9th April 2021:

The development strategy for Kvanefjeld is focussed on the production of rare earth elements, butalso incorporates the by‐production of zinc, uranium and fluorspar. Uranium at Kvanefjeld occurs atrelatively low grades compared to most primary uranium mines, however, it can be recovered at lowincremental cost during rare earth production. It is not of great economic significance to theKvanefjeld Project, however revenues along with those from other by‐products would serve to reducerare earth production costs.

That makes it look as if GGG is prepared to bargain with the GoG and the GoG is prepared to bargain with GGG.

The result could be mining for exploitation of REEs, but no selling of uranium.
