You really do need to do some DD if you want to be taken at all seriously, mineral sands industry that has been operating successfully in Australia & US for decades probably a good starting point for you.
Personally I spent three hours in London with the Chemical Engineer + Metallurgist (CEng MIChemE MAusIMM CP (Metallurgy)) on the NA project, incredibly knowledgeable guy with a strong commercial focus, actually an Aussie with PhD from Sydney Uni. Suggest you try and find someone similar for a perspective on NORM in RE process, you will find 6bq NORM in residues doesn't present any real issues for professionals, i.e. mineral sands industry.
BTW, do you know the projected NORM levels in ARU's proposed residues?
